The 20-year-old infielder has been tearing up Triple-A pitching, hitting .323/.376/.601 with seven home runs and 35 RBI in 38 games, including a .394/.429/.727 line in the first 16 games this month.
To make room on the active roster for Franco, reliever Drew Rasmussen was optioned to Triple-A Durham, but Tampa Bay must also clear a spot on the 40-man major league roster before adding the infielder.
